On November 23, 2017, the day of the communist, freedom warrior, and former chief minister Navkrishna Choudhury’s birth, the plan was accepted. Malkangiri and Nabarangpur districts are the sites of the scheme’s implementation. It was first introduced in 2017 with a three-year budget of Rs 635 crore. The Odisha budget for 2020–21 then included 90 crores. In the Odisha Budget 2021–2022, 77 crore have been set aside.

Budget Allotment for Irrigation in Odisha 2021–2022
The budget for 2021–2022 released by the Odisha State government includes the following initiatives to improve irrigation operations.
- Blocking Rs 2,258 crore in spending has been put aside for unfinished AIBP projects funded by the Pradhan Mantri Krishi Sinchai Yojana (PMKSY).
- 795 crore to build In-Stream Storage Structures (ISS) in all of the state’s major rivers.
- Under the Water Sector Infrastructure Development Program (WSIDP), which is sponsored by the state, 454 crore is proposed for both new and ongoing projects.
- The amount set aside for drainage and flood control projects is Rs 710 crore.

- Under the Biju Krushi Vikas Yojana, 400 crores would be used to establish 1500 community lift irrigation projects.
- Rehabilitating 1000 idle lift irrigation stations will cost 164 crore.
- Under the Canal Line and System Rehabilitation Program (CLSRP), a proposal for 101 crore has been made.

Nabakrushna Choudhury Secha Unnayan Yojana 2017 Launch
According to the state administration, the proposal will entail the establishment of 284 small irrigation projects and 14 major and medium irrigation projects on 46,296 hectares of land. In order to increase revenue, the Odisha government would also broaden the scope of major and medium canal irrigation projects, thereby conserving 8,719 hectares of land.
Based on available data, around thirty percent of irrigation projects were underutilized because of distribution system deterioration and reservoir siltation. The program, which will be implemented in each district of the state, will aid in the revitalization of previous initiatives.
Furthermore, the completion of the tender procedure has been approved by the government. The Water Resources Department will start the tender process. Through the tender procedure, the state government will receive at least Rs 6,000 crore. This sum is intended to ensure the best possible use of the budget system.
