Update On October 13th, 2023: CM of Odisha Patnaik introduced the LAccMI Scheme
Chief Minister Naveen Patnaik reiterated his government’s commitment to developing the state’s remote areas on Thursday by launching the affordable bus service under the Location Accessible Multimodal Initiative (LAccMI) scheme in Malkangiri and launching development projects worth Rs 793 crore in the district-dominated by tribal people.
The CM Of Odisha Shri Naveen Patnaik visited Malkangiri for a day and officially off 36 busses, in line with the district’s intention to connect all 111 Grampanchayats with the district headquarters and the state capital. At least 1,000 buses would be operated in rural regions by the state government under this scheme, which has been allocated a budget of Rs 3,178 crore.
In the initial phase, Luxmi bus services would be introduced in six districts that are dominated by tribes and are inaccessible: Malkangiri, Koraput, Nabarangpur, Rayagada, Kalahandi, and Gajapati. The buses would travel between panchayats and between block and district offices. These buses will also go to Bonda Ghati in the Malkangiri district, where the PVTG (especially vulnerable tribal group) resides. Patnaik bought the first ticket for Rs. 10 to start the service, and he took a bus from Malkangiri town to MV-03. The ride took two kilometers.
Update On September 17th, 2023: The LAccMI Scheme for public transportation was approved by the Odisha CM.
On Friday, September 16, 2023, the Odisha Cabinet approved the “Location Accessible Multi-modal Initiative” (LAccMI) strategy, which aims to promote affordable and sustainable transportation. Considering that public transportation in the state has not taken off, the Odisha state government has planned to provide affordable, dependable public transportation across the whole state, with an emphasis on rural communities.
In order to provide dependable and competitively priced services, the State Commerce and Transport Department states that the initiative will establish a continuous public transportation network throughout the State, stretching all the way up to the State Capital from the Gramme Panchayat level.
As part of the LAccMI Scheme, Mission Shakti Self Help Groups (SHGs) will engage in a range of operation and maintenance-related tasks within the Blocks. Projected project costs for the first three years of the bus service (2023–2024 to 2025–2026) come to about Rs. 3178 Cr. The bus operation of this plan is meant to link all of the GPs, Block and District Headquarters sites, important cities, and economic clusters.
The LAccMI Plan would be rolled out progressively. The plan asks for the deployment of roughly a thousand buses. The 10-year system’s duration could potentially be prolonged by an extra two years. Performance and the review would determine whether to allocate more money.

- Private bus companies handle most public transportation in the state’s rural areas, while OSRTC operates 500 buses on 317 routes, mostly connecting the communities that are home to district headquarters. The OSRTC has been urged to improve its capacity for effective implementation and supervision of the plan, which will be carried out in two stages, given the project’s dynamic nature.
- Gandhi Jayanti, October 2, will mark the beginning of the operation’s first phase, especially in the distant districts with little to no access to public transportation. By January 2024, it will gradually be expanded to every region.
- The Biju Gaon Gadi Yojana was introduced by the Odisha state government in 2014 to give rural communities access to transportation services. It will be integrated with LAccMI to provide a smooth operation that serves rural areas and gives priority to last-mile connections.
- It has also been agreed to augment the availability of helicopter emergency medical services (HEMS) for the transfer of trauma patients in order to ensure the timely transfer of traffic accident victims requiring trauma care during the “golden hour.“
